Launch an investigation agent on a completed scan

Launch a specialized investigation agent on a completed/stopped scan.
This allows users to spawn a focused agent to:
- Validate potential vulnerabilities found in the original scan
- Investigate specific endpoints or attack vectors further
- Complete unfinished work from previous agents
The investigation agent will have access to the previous scan context including discovered vulnerabilities, agent findings, and scan configuration.
Requires authentication. Users can only investigate their own scans.
