Export user data before downgrade

Export user data to a downloadable archive.
This includes:
- Scan history and results
- Generated reports (PDF/HTML)
- User configurations and preferences
Request body (optional):
- include_reports: bool (default: true)
- include_scans: bool (default: true)
- include_configurations: bool (default: true)
Returns:
- export_id: Unique identifier for this export
- download_url: URL to download the archive
- file_size_mb: Size of the export file
