Request subscription downgrade

Request a downgrade to a lower tier.
The downgrade will take effect at the end of the current billing period. A 30-day grace period allows data export before your data is removed. Credits will reset to the new tier's allocation.
Request body:
- new_tier_id: The tier to downgrade to ("free", "pro")
